State court systems and state bar associations are rethinking legal regulation and designing and implementing a rapidly growing number of regulatory reforms. To date, these projects have explored a fairly small and relatively traditional design space. This white paper is intended to lay out a process map for legal regulation and to provide basic information and context for each step of that process. WIthin Key Design Decisions, the map includes Regulatory Goals, Unit of Regulation, and Regulatory Approach. Within Key Implementation Decisions, the map includes Reform Targets, Regulatory Mechanisms, Hosting, and Funding.
