The Los Angeles Superior Court (LASC) has long been a pioneer in justice innovation, leading efforts to expand access to legal services and improve court user experiences. From early self-help centers to cutting-edge digital tools, LASC has remained at the forefront of modernizing court services. Recognizing the challenges posed by high-volume dockets—particularly in eviction cases—the Court has launched a first-of-its-kind collaboration with Stanford Law School to identify systemic improvements. This report outlines key findings from an extensive diagnostic study and presents a vision for the future of justice innovation at LASC. It proposes improvements across four core areas: fostering a data-driven learning organization, enhancing LASC’s role as a trusted information hub, strengthening partnerships with legal service providers, and expanding the Court’s digital ecosystem. By implementing these innovations, LASC can continue to lead in shaping a more accessible and effective civil justice system.
